Speaker referred Members to Standing Order 39(1) and the Erskine May

I have an announcement to make with regard to the rules of debate. I wish to draw the attention of Honourable Members to Standing Order 39(1) which provides that a Member if called upon, shall address his or her observation to the Chair.

Furthermore, this principle is observed in the House of Commons as highlighted in Erskine May, I quote:

“Members must address the Speaker and not direct their speeches solely to one part of the House or to any party of either side of the House”.

Honourable Members are invited to stand guided accordingly.
